Planning Department Manager
Summary:
The mission of RDC is to provide technical and logistic support to the RSNF with regard to the acquisition and maintenance of ships and ship related equipment. Maintenance includes the repair, overhaul, and modernization of RSNF ships and equipment. In addition, RDC also provides long range planning assistance for ship maintenance and upgrades and ensures that all necessary elements of logistics support are suitably revised as changes are made to ship related equipment. Work at the RDC is conducted primarily in an office environment, with occasional on-site visits to ships, repair yards and RSNF Headquarters. The results of RDC studies are provided to tasking authorities as reports, letters, and directives. The Planning Department is responsible for long range maintenance planning, life cycle cost projections, budgets, operations research studies, and ship maintenance facilities improvements. The Planning Manager reviews all incoming tasking, directs the assignment of tasks, and provides specific guidance to subordinates on the best approach to accomplish the tasks. He reviews all final products to ensure that they are thoroughly researched, properly prepared, technically correct, credible, and that they comply with all relevant RSNF policies and instructions. He is regularly called upon to represent RDC in meetings with other commands to resolve management and technical problems. The incumbent should he able to impart to designated RSNF personnel the unique characteristics of the position.
Education:
- Master's degree in Marine, Mechanical, Electrical, or Electronics Engineering is required.
- An additional Master's degree in Business Administration is desired but not required.
Experience:
- Twenty (20) years of progressively responsible experience in professional engineering work related to naval shipyard and naval ship repairs, maintenance, scheduling and cost analysis. At least ten (10) years of this service must have been in a supervisory capacity.
- Desired prior experience should include USN shipboard experience (at the department head level or above), assignment on a shore-based military staff (responsible for modernization, maintenance planning and budgeting), and in the Planning or Design Department of a shipyard that regularly accomplished repairs to USN ships.
- Some experience with shipyard facilities management is desired.
- Computer proficiency using Microsoft Office is essential.
- Eligible for U.S. Confidential Security Clearance.
