Contracts Advisor / Director of Contracts
The successful Candidate will supervise the activity of entry to mid-level contract professionals in review and preparation of routine contract documents in accordance with organizational policies. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
DUTIES AND RESPONSIBILITIES:
• Responsible for overseeing contract negotiations, contract drafting, and administering various types of government contracts.
• Review RFPs, evaluate proposals, structure business deals and formalize them in contract documents, and interface with suppliers and organizational management to resolve problems and secure approvals.
• Train and develop subordinate contract professionals to assume more complex contract activity.
• Analyze new laws, regulations and contract trends for potential impact on organizational goals and objectives.
• Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and policies, and communicates results to subordinates.
• Develop a negotiation strategy and lead negotiation team on complex contractual issues.
• Be the focal point for all communication with law, finance, and operations disciplines for resolution of contract issues and disputes.
• Assist in identification, development and implementation of new contract policy and processes.
• Review, verify and approve cost estimates and participates in strategy meetings to develop the negotiation envelope for the organization.
• Coordinate with other departments as necessary to obtain input for the preparation of proposals, correspondences and other requests.
REQUIREMENTS AND QUALIFICATIONS:
• Must have a strong knowledge of FAR and DFAR regulations.
• Expert knowledge of contracting concepts, FARs& DFARs, and various types of U.S. DoD and other international government contracting approaches, including the use of Indefinite Delivery Indefinite Quantify contracts.
• Excellent contract administration, problem solving and people skills to assist Management in achieving its financial and performance objectives on a challenging set of programs.
• Must be able to address issues with a high degree of scope and terms / conditions complexity.
• Perform risk assessments on proposals, contracts term/conditions and price negotiations, develop strategies and structure business deals to maximize achievement of program financial and performance goals and to minimize potential risks to the business.
• Must have the ability to supervise and train less experienced contract professionals and to identify and develop contract skills in assigned functions.
• Working to excellent knowledge of organizational policies and procedures, coupled with the ability to identify required improvements and establish policies and to communicate implementation procedures to others.
• The ability to demonstrate a strong international contracting experience is required.
• Strong to excellent analytical and communication skills.
• Good presentation, leadership and management skills.
• Use of independent judgment and creativity applied to resolution of contract issues.
• Excellent internal and external negotiation skills.
• Ability to excel in upper level management environment.
• Must be able to obtain and retain a MODA security clearance if required.
• Must be able to read and follow Standard Operating Procedures (SOP).
• Must have knowledge of U.S. Export Control Laws and Regulations.
• Possess a general understanding of the business case and an appreciation of financial / analytical issues and profit and loss implications.
EDUCATION AND/OR EXPERIENCE:
• Bachelor's degree in Business or directly applicable course of study.
• 15+ years in contracts related experience.
• 5+ years of senior level management experience, with direct supervision and training experience.
• Advanced degree in law highly preferred.
• Must hold a U.S. Passport.
