Aviation Liaison Officer

The Aviation Liaison Officer will liaise between the Logistics Civil Augmentation Program (LOGCAP) and aviation assets in Afghanistan to include but not limited to US DOD, UK MOD, Canadian Air Force, Contractor, and ISAF.

Job Description:

  • Provide information on schedules, routes, air movement requirements, baggage limitations, and local facilities for passengers.
  • Review passenger travel authorizations for validity and accuracy.
  • Prepare and maintain air movement records and reports.
  • Ensure all cargo documentation, packing, labeling and marking requirements, and all border clearance requirements have been met.
  • Determine and implement necessary safety and security precautions for handling and storing dangerous materials, special cargoes, mail, and baggage.
  • Prepare and maintain travel forms and weight and balance records.
  • Select, assemble, palletize, and transport aircraft cargo loads to and from aircraft and storage areas.
  • Check cargo against manifests, and annotate overage, shortage, or damage.
  • Process, schedule, and maintain records relating to cargo movement.
  • Coordinate on a daily basis with both Air Load Planners, and MCT Air on all flights including the ability to formulate schedules.
  • Provide movement control support for the Air movement of cargo and personnel through the U.S. Military Transportation System.
  • Responsible for receiving, validating, and processing, all Transportation Movement Requests (TMR), Joint Movement Requests (JMRs) & Air Movement Requests (AMRs) for the personnel and equipment transiting, originating, terminating, and assigned MCT Area of responsibility.
  • Coordinate between MCT functions to ensure efficient, timely and cost effective support to the customer.
  • Identify and troubleshoot problem areas in movement and recommends solutions to management.
  • Work closely with customers to ensure desired movement objectives, priorities and schedules are met and communicated to management.
  • Analyze work processes and develop matrix for measuring performance.
  • Coordinate Transportation Assets
  • Conduct analysis of transportation requests to determine most cost effective mode of transport
  • May be required to perform A/DACG, HTD and other Movement Control Functions.
  • May be required to attend class in order to properly identify and in/out gate containers through the use of the Container Management System (CMST).
  • Perform annual training as required for efficiency and compliance
  • As available, develop or train personnel on movement control duties
  • Support Audits
  • Perform special projects as needed and other duties as assigned
  • Effectively present information and respond to questions from managers, department directors, auditors and customers.

Experience Required:

  • Minimum two (2) to four (4) years of related work experience.
  • Cargo documentation and logistical movement control experience in the transportation environment
  • Past experience in freight customs, personal property and passenger travel coordination
  • Knowledge and experience working with the military services, commercial agencies and host nation elements.

Skills Required:

  • Working knowledge of Microsoft Office applications
  • Be comfortable working both independently and as a team player
  • Excellent written and verbal communication skills
  • Display good skills at measurements such as fractions, percentages, ratios and proportions to practical situations
  • Skill and knowledge of ground transportation, freight forwarding and distribution administration are required
  • Skill and knowledge in preparing Defense Transportation Systems reports, quality control and traffic management functions
  • Familiarity with DOD transportation organizations
  • Candidate must possess working knowledge of Movement Automation Query Systems such as GTN, GDSS, GATES, ITV, etc.
  • Able to communicate effectively with military personnel, understand military flight information and local policies.
  • Individual will be in constant direct contact with military personnel on a daily basis and must understand DOD movement terminology.
  • Able to troubleshoot problems.
  • Interact effectively with high ranking military and civilian personnel.
  • Able to read and understand Air Load Plans.
  • Able to work in a high stress atmosphere and make passenger related decisions.
  • Able to make decision on priority list based on outlined instructions.
  • Able to live and work in austere conditions
  • Operate in adverse weather conditions.
  • Must perform other job related tasks as duties and mission dictates.
  • Be able to lift up to 70 lbs

Preferable Experience, Skills and Qualifications:

  • Secret Security Clearance (desirable).
  • Bachelor's degree or four (4) years of relevant work experience.
  • Previous experience in Military/LOGCAP preferred.
