Legal Analyst
Location:
Kingdom
of Saudi Arabia, Riyadh, and/or other locations within
the Kingdom
Required
Citizenship: United States
Summary:
Assists Chief, LOA & planning Section, RSAF Directorate
of Procurement, and other RSAF offices on Foreign
Military Sales (FMS) Letters of Offer and Acceptance (LOA's)
and contractual legal issues to assure that the rights
are best interests of the RSAF are protected.
Duties and
Responsibilities:

Draft Letters of Request
for Price & Availability, LOA's and Amendments to LOA's to satisfy
RSAF requirements.
-
Develop statements of
of work and contract provisions, including both FMS and commercial
contracts, to satisfy RSAF requirements.
-
Review contracts drafted
by others to satisfaction of RSAF requirements.
-
Draft contract
modifications to respond to changed requirements.
-
Review contractor
technical, administrative and financial submittals for contract
compliance.
-
Initiate inquiries to
contractor regarding contract compliance.
-
Respond to user complaints
regarding contractor performance.
-
Evaluate remedies for lack
of contract compliance.
-
Review and provide legal
options on claims or disputes filed against the RSAF by contractors
of other parties.

Monitor funding
availability for contract usage.
-
Prepare English
correspondence to USAF and contractors.
-
Draft English
correspondence to RSAF directorates for translation to Arabic.
-
Monitor responses to
correspondence to assure completion of action.
-
Prepare briefings for RSAF
management as directed.
-
Participate in meetings
with RSAF directorates as directed.
-
Maintain RSAF law library.
-
Evaluate requirements of
US export licensing law.

Mentors less experienced
employees.
Experience and
Qualifications:
-
Law degree (Juris Doctor)
from an accredited law school in the United States and bar admission
in at least one state.

Minimum ten (10) years
experience in contract/procurement law or related equivalent
business experience.

Minimum five (5) years
experience with FMS policy and procedures and the development and
execution of Letters of Offer and Acceptance and direct commercial
contracts.
Compensation Offered:
Qualified
