Summary:
The Contracts Specialist shall provide assistance to the
Directorate of Procurement by supporting the Direct
Contracts Section and the Letter of Offer and Acceptance
(LOA) and Planning Section
Duties and Responsibilities:

The Contracts Specialist
will support the Direct Contracts Section by reviewing Statements of
Work (SOWs) and specifications to determine contract requirements:
Writing Request for Proposals (RFPs): Developing Work Breakdown
Structure (WBS) pricing sheets; Modifying the Special Provisions and
General Provisions Clauses as appropriate; and reviewing proposals
to determine competency.

Formulates basic strategy,
including proper identification and strategy for contract types;
Integration of work statements; Development of schedules, Price and
payment provisions, Contract terms and conditions, and program
execution plans.

Mentors less experience
employees.

The Contracts Specialist
shall support the LOA and Planning section through the review of
Foreign Military Sales (FMS) Cases by analyzing finances and
schedules, investigating problems and recommending actions, and
checking for funding and technical accuracy and contract compliance.

Assists in the developing
acquisition strategies, coordinate FMS case development, interface
with various RSAF engineering and logistics directorates to
determine requirements.

Develops briefings for
RSAF management.

Prepares correspondence,
and administers contract changes between RSAF contractors,
subcontractors, and suppliers.

Works independently on the
most complex requirements and mentors others through this process.
Experience and Qualifications:
-
The Contracts Specialist
should have a Bachelor's degree and 10 to 14 years related work
experience, or a Master's degree and 8 to 12 years related work
experience or and equivalent combination of education and
experience.

Minimum of five (5) years
experience with FMS policy and procedures and the development and
execution of Letters of Offer and Acceptance and direct
Commercial contracts.
