Contract Specialist

Duties &
Responsibilities:

Assists the RSAF in
reviewing existing or developing new Statements of Work (SOW).
Request for Proposal (RFP), Evaluation of Offer, and the
interpretation/modification of contract language.

Assists in the formulation
and implementation of contracts automation, to include boiler-plate
formats for terms and conditions, general provisions, special
provisions, instructions to bidders and other recurring
contract-related formats.

Assists the RSAF to
develop the capability to solicit domestic and foreign sources of
supply in the competitive purchase of spare parts and services.

Assists in the development
of an RSAF Contract Policy and Procedures Manual to provide
guidelines and direction for a cost-effective, professionally
managed and controlled contract process.

Assist the RSAF in the
establishment of contracts strategy and milestones to improve
quality and reduce costs on follow-in procurement.

Assists the RSAF logistics
staff in providing contractual language for the administrative and
the technical provision of Statements of Work (SOW).

Maintains a working
familiarity with the contract process in order to appraise the RSAF
of options, recommendations, suggestions, new contract instruments
and other techniques that might be applicable to improve the
management of RSAF contracts.

Intimately review
follow-on contract provisions and clauses to apply lessons learned
and develop better contract language to protect the interest of the
RSAF.

Provides other
contract-related and administrative assistance in order to establish
and enhance the professional and cost-effective management of the
RSAF contract process.
Qualification & Experience:
-
Must have a minimum of a
Bachelors Degree from an accredited institution in business
administration, economics, accounting, mathematics, computer or
other contract/business related field.

Must be computer literate.

A minimum of five(5) years
hands-on experience in working with procurement-related matters to
include bid documents, cost and pricing analysis, contract law,
marketing strategy, etc, is desired.

In addition to the above,
the position at Riyadh Air Base shall have a thorough knowledge of
contractual procedures, contract negotiations and administration,
computer database management, spreadsheet and work processing
software.

FMS program experience is
desired.
